The Election Commission is making all kinds of preparations for the upcoming general elections in Andhra Pradesh. Already, Chief Electoral Officer Mukesh Kumar Meena has been holding review meetings with the district election officials from time to time on the voters’ list and the measures being taken to conduct district-wise elections. They are directing that appropriate arrangements should be made so that elections can be held in a peaceful atmosphere. At the same time appropriate awareness programs are being organized for all political parties from time to time. As assembly elections are going on in Andhra Pradesh along with Lok Sabha, advance precautions are being taken with a well-planned plan. Several orders have already been issued to the police to prevent illegal cash and liquor in elections. And all the political parties in the state and their representatives are suggested to increase comprehensive understanding of the election process. A workshop was held with representatives of all recognized political parties under the chairmanship of CEO Mukesh Kumar Meena to explain the procedures to be followed by political parties and their representatives in the wake of the recent general elections.
Meena stated that if political parties and their representatives are thoroughly informed about the latest guidelines and instructions of the Central Election Commission, there will be no doubt and confusion in the elections. He said that announcement of election schedule, implementation of election code of conduct, nomination process and expenditure monitoring are very important in the election process. Comprehensive information regarding these topics is explained through power point presentation. All political parties should note that the election code of conduct will come into force immediately after the announcement of the election schedule, but the notification will come five or six days later. He said that the code of conduct of elections will be in force till the end of the election process. At this time, political parties and candidates will have to behave in accordance with the election rules. He said that to organize public events like Etu, permission should be obtained first. Meena said that any programs organized by political parties and representatives will be fully monitored through videography. Inciting voters on the basis of caste, religion and language and asking them to cast their votes is completely prohibited.

Candidates, agents and activists are prohibited from transporting cash exceeding Rs 50,000 and valuables exceeding Rs 10,000 in vehicles while the Election Code is in force. CEO Meena said that star campaigners should not have more than one lakh in cash. According to the EC rules, vehicles and cash with excess cash will be seized. The process of nominations will also start as soon as the election schedule is announced. 25,000 for Lok Sabha candidates and 10,000 for Legislative Assembly candidates, either in cash form or as security deposit through RBI and Treasury, he said. Meena said checks and bank drafts are not allowed. The concerned ROs and AROs will receive nominations only on government working days from 11 am to 3 pm. Candidates coming to file nominations will have their vehicles stopped at a distance of 100 meters, he said.
He said that only five people including the candidate will be allowed inside. He said that during the election process, there will be full surveillance on the election expenditure of political parties and candidates. It has been clarified that each Lok Sabha candidate will be allowed to spend Rs 95 lakh and Legislative Assembly candidate Rs 40 lakh. He said that the expenditure allowed in this way has to be spent only on holding public meetings, posters, banners and use of vehicles. Distribution of cash, gifts, liquor and other items to influence the voters will be considered as illegal expenditure. He said that a separate bank account should be maintained for election expenses, and besides the daily register, cash and bank registers should also be properly maintained. Mukesh Kumar Meena said that in most of the districts, the respective District Election Officers have already conducted workshops to explain all these points to the representatives of the political parties, and workshops will be conducted soon in the rest of the districts as well.
